3. A consulting firm hired by PHATA will provide detailed drawings of the infrastructure and buildings. The chosen developer must follow these designs and use specified materials and construction methods.
4. Developers cover all costs for building the infrastructure and housing in return for a share of the state land.
5. As the project progresses, PHATA will give a portion of the land to the developer according to the schedule agreed upon.
6. The government does not pay any part of the costs for developing the infrastructure or building the houses.
7. The government sets the prices and payment plans for the housing units.
8. Any plans for using the transferred land must be approved by PHATA’s Governing Body, ensuring they match the original land use plans and building rules.
9. PHATA will also build the main infrastructure for each site, funded by a government-approved budget.

Apni Chat Apna Ghar Program 20,000 Housing Units Execution Model

This execution model aims to create affordable houses in at least 20% of the residential area in each private housing scheme approved by the Punjab Housing and Town Planning Agency (PHATA) under the Affordable Private Housing Scheme (APHS) Rules 2020. Here are the key points:

1. At least 20% of the area in private housing schemes will be set aside for low-cost homes to help low-income individuals and families.
2. Developers will get approval for their housing schemes under the APHS Rules, 2020.
3. The Punjab government will make the approval process quicker by using a one-window system, ensuring all necessary approvals (NOCs) from different departments are given on time.
4. Developers will build affordable houses according to the size, design, and price set by PHATA. Buyers will make a down payment set by PHATA into an Escrow account managed jointly by the developer and PHATA.
5. After receiving the down payment and a subsidy of 1.00 million from the government, the developer will give the keys to the houses to the buyers.
6. Buyers will pay the remaining amount to the developer in monthly installments over five years or as determined by PHATA.
7. Once all payments are made, the developer will issue an allotment letter to the buyer.
8. PHATA will oversee and monitor the construction of the houses.
9. Payments from the Escrow account to the developer will be made as they hit certain agreed-upon milestones in the project.

Apni Chat Apna Ghar Program 70,000 Housing Units Execution Model

Under this model, people can get interest-free loans to build houses. A special fund will be set up to provide these loans. To be eligible, a person must live in Punjab and own a residential plot of up to 5 marlas in urban areas or up to 10 marlas in rural areas.
